This is sane for cooling fans to switch and rotten, especially when not using the AC adapter and running off the battery sole.
Actually what is really on is the fan is ever on, but running at lower RPM's (barely noticeable to where you can't hear it). Then after the CPU reaches a certain temperature the fan kicks on and increases RPM. The result is what appears to be the fan turning on and stale.
Zero need to worry. Location would be a problem if the fan never came against, or was always on.
You can adjust the fans behavior in your CMOS (or BIOS). If you want the devotee EVER ON, there is a setting for that, but this will reduce the battery and fan life.
