How do I format my hard saucer and restore my windows with my rescue saucer?

I use a HP Compaq presario cq61 model. I tried doing system restore which failed and I can't access my Windows operating system again. I merely access it with the help of Ubuntu operative system that runs on my USB drive. I really need to format my system and either get my system using my recouping disk or format the hard drive and reinstall other copy of Windows 7.
