How to turn off laptop fan when it's not needed?

I have an acer laptop and it switch on and off it's fan at a fixed interval, I know it's useful but still find it annoying sometime, and the air it's blowing out ain't warm OR hot (nice and cool) and maybe the fan isn't needed to turn on all the time?
