Device not method on AN Acer laptop?

Not sure what the model is, As it is my sister's pc. But, today, the fan stopped working. The laptop wasn't hot At all, and the internet started messing up. She turned off the computer, and now, when she tries to turn it on, it stays on top of the Acer start screen, and it makes a clicking noise. It volition do this repeatedly until she takes out the battery. Help?~
