how do i voyage through phoenix bios? how can i reinstall windows?

i did thing weird with my comp (my mouse and keyboard don't work in windows, only in the bios) and now i have to reinstall windows vista. however, there's a snag with my bios. my laptop uses Phoenix BIOS setup utility. i cannot find the necessary "tabs" or "headings" to turn my cd drive into "Boot 1" so that windows could metal reinstalled. however do i navigate through phoenix bios? how can i reinstall windows?
