Laptop charger makes a giant set beeping sound?

The charger all for my laptop keeps making a high pitched beeping sound whenever I plug it in to an outlet (with and without being blocked into my laptop) and no more charges my battery. Is this something that I can fix, or brawl I need a hot charger altogether?
