can the "not in work laptop fan" make windows crash piece in start-up ?

ok so i hv this laptop and location is a problem next to the devotee, and when i arrival the laptop it windows 7 crashes and then restarts then crashes it goes like that even on Safe Mode ..! therefore can the fan be the hassle ?
