Screen rotation, hot keys?

The settings for screen rotation are set by right-clicking an empty space against the desktop, then Properties, Settings, Advanced, Intel Graphics...., Graphics Properties, Hot Keys.

When I first got my laptop, I was able to rotate the eyeshade by using the Hot Keys: Ctrl-Alt-RightArrow to turn the screen 90 degrees clockwise, for example. (I discovered this assets by accident, but it became convenient on occasion.)

But very soon I notice that the hot keys do not work. Ctrl-Alt-Arrow does nothing. Why not? I checked the settings, and it still says "Enable Muggy Keys."
