My laptop dvd drive is smashed can I use a USB dvd drive as a default?

I have a dell laptop Studio 17 round. The dvd drive is broken and I would like to re-install a clean copy of windows 7 but the DVD drive is broken. It would cost 400 dollars to replace but if I could somehow use a usb closure in dvd drive as the default everything would be fine. Can this be done?
