Guys provided you own a laptop when does the battery symbol usually light

i just wanna know if it as a rule lights spell its by or when its low batt or if its plug coz im little bit startled provided my laptop is defectevie coz it doesn't light once its on singular whether low batt and charging pls check your pls help me thank you
