Networking • tools for testing network and package loss

hey all, I have a win 7 system that I just threw together, first windows 7 system that I've really had here at the outlet as a shop system LOL. Yeah I know, I know... I just have surrender performance that you take from xp LOL, and I have tons of xp numbers, I had to *gag* buy my victory 7 LOL.
Only I'm getting a LOT of weird network issues enclosed policy. download fly is in the basement, transfer still seems ok-ish, I contacted comcast, they tried a few things that got me back up in to the 30Mbps range but there is still a lot of needle jerk on http://speedtest.net/ and www.speakeasy.net/speedtest that I don't get whatever on my xp systems. I tried some wireless and wired, same issues, I think comcast may someone adjusted the bundle size, but not sure, they didn't utter. Therefore I would like to find few good tools to monitor the packets once I do my speed test.
btw its a docsis 3 modem.
