Laptop keyboard acting "funny" after cleaning?

Solar day, my fellow cleaned his laptop device (while restarting) with a cotton ball with alcohol, I'm convinced it wasn't soaked, and aft that, the keyboard has been doing weird property. First you typed the letter o and it also written 8 touching it, same thing provided you typed 8 it would type o adjacent to the 8, and mostly duplicate thing with all those letters therein row below the numbers. The arrows didn't work, the p and the space bar both wrote a p and a space next thereto .
Present, thinking that he might had changed the keyboard layout while cleaning-pressing keys while the laptop was restarting, I went to Control Panel, Classic Vista, Regional something...something and languages and tried to play with the keyboard language and device layout. Premiere I changed them to English UK, and then keys worked normally again, so then I went back to English US, restarted and things worked 99% fine, except that the letter i would type i and go back to the beginning of the column, and the important Home wouldn't work at all. But later at night, it got messed up again.
I'm not sure if the device layout is corrupt OR if the circuit is fried. What's your opinion?
The computer is a Toshiba Outer, M115 S3094, it runs XP.
