Laptop not charging, everything blocked in, got the green light, but when I take the plug retired computer is off?

My Dell Latitude D610 is not charging, the innocent light on the warhorse is on. If I take the charger out the computer go's completely off. Once I go to my power meter it says 11% charging all for #1 for #2 it says not present. Current power source is AC power. Gratitude all for any abet!
