Could my new laptop warhorse be making my mouse pad stop working?

I bought a exotic laptop charger off eBay and it arrived present, my laptop mouse soup?on pad was working fine until I blocked the new charger in and so the mouse stopped working and just kept jumping around the page - i unplug the warhorse and it is fine again.

is it the new charger doing this? and if so why? and how do i jam it?
