You mention that you have not reinstalled windows. You've mentioned each else thing that I would try first, which shows u really know what you are chitchat about.
Try reinstalling the operative system, and if that doesn't work, and i know at this prickle im somewhat struggling, but i think the graphics card could metal faulty. Other than that, i really have no idea, and suggest you settle to the support team of the manufacturer
