hmm your note about the 16:9 is a problem because most laptops now-a-days have a 16:9 ratio because most have wide screen...

this is probably the cheapest laptop you can get with those specs and I have found asus to be a very reliable brand... I personally use associate earlier model of this laptop...

also if you are looking for a laptop with a good battery life may I suggest a netbook?
